Returns a permanent id for a voice. Only installed and system (tts) voices have permanent id. Id is guaranteed to stay same for a voice and can be matched with a VoiceEntry from getInstalledVoices or getAvailableVoiceList unless it is uninstalled or a different tts engine is picked in android system settings.
